Police make fourth arrest in drug bust (2024)

BUCKHANNON – Another suspect has been arrested and additional arrests are possible as a result of a multi-jurisdictional drug bust conducted by the Upshur and Lewis county sheriff’s departments.

William Nolan was arrested late Wednesday after turning himself in to police, Upshur County Sheriff David Coffman said.

He was held overnight in the Tygart Valley Regional Jail and was arraigned Thursday in Upshur County Magistrate Court. His bond was set at $30,000.

Nolan’s arrest stemmed from an 8 a.m. search of his residence Wednesday on Basket Weave Lane, Coffman said.

After executing a search warrant, officers found an indoor marijuana growing operation. A total of 60 marijuana plants were located in different parts of the residence, along with processed marijuana in trash bags, according to a criminal complaint filed against Nolan.

The street value of the plants is estimated at $2,000 each, according to Lewis County Sheriff Adam Gissy.

“There was no one home at the time the warrant was executed, but we moved forward with an arrest warrant on the property owner, William Nolan, who also goes by Chuck Nolan,” he said.

Investigators learned that Nolan was out of town, but when he found out a warrant had been issued for his arrest, he turned himself in to authorities, Coffman said.

Three other individuals were arrested in a separate bust at 170 Camden Ave. in Buckhannon.

Upon executing another search warrant, the resident and property owner, Rebecca Glover, 31, was arrested and charged with possession of a controlled substance with the intent to deliver.

Melissa Hacker and Ben Nolan, who also were in the residence, were arrested and charged with one count each of misdemeanor possession of a controlled substance.

All three were arraigned in Upshur County Magistrate Court and have since been released on bond.

During the search of Glover’s residence, officers found marijuana in individual bags, scales, small baggies, pipes and other smoking devices, pipe screens and other drug paraphernalia, according to a criminal complaint filed against Glover.

Additionally, Hacker was found to be in possession of methamphetamine, a quantity of which officers discovered in her purse, according to a criminal complaint filed against her.

The busts were the result of information developed through cooperation between the two departments. Coffman and Gissy both said they are strong advocates of multi-jurisdictional information sharing.

“We work together. We exchange intel. We’re out here to help each other. This is something we’re proud of and want to continue to do,” Coffman said.

In other crime news:

– A Buckhannon man remained behind bars Thursday after being arrested on charges related to the sexual abuse of a 6-year-old girl he was babysitting, court documents allege.

Ryan Starcher Lockwood, 23, of 319 Lockwood Lane, Buckhannon, was incarcerated in the Tygart Valley Regional Jail on a $175,000 bond.

Lockwood’s arrest stemmed from an investigation that began Aug. 25 when the mother of the victim contacted Cpl. Brian K. Wright of the Buckhannon Detachment of the West Virginia State Police.

According to a criminal complaint against Lockwood, the victim told her mother that Lockwood allegedly put her in the shower with him and persuaded her to touch his genitals.

Lockwood allegedly told the victim “not to tell or he would tell her mother she was bad,” according to the criminal complaint.

In federal court news, the following information was released by U.S. Attorney William Ihlenfeld’s office:

– James Allen Ware, 30, of Buckhannon, was sentenced to 57 months in prison and three years of supervised release for possession of materials used in the manufacture of methamphetamine. Ware is free on bond and will self-report to prison.

– Joshua David Casada, 29, of Buckhannon, was sentenced to 51 months in prison and three years of supervised release for possession of pseudoephedrine to be used in the manufacture of methamphetamine. Casada was remanded to the custody of the United States Marshals Service.

– Kristin Elaine Dye, 21, of Buckhannon, Lindsey Parker Roy, 40, of Elkins, and Destry Seth Poling, 27, of Parsons, all were sentenced to five years of probation for possession of pseudoephedrine to be used in the manufacture of methamphetamine.

– Gary Rudolph Loy, 41, of Belington, was sentenced to five years of probation for manufacture of Methamphetamine.

– Robert Franklin Davis II, 35, of Buckhannon, entered a plea of guilty to possession of materials used in the manufacture of methamphetamine. Davis, who is free on bond pending sentencing, faces up to 10 years in prison.
