Job Summary:

This position serves as the manager and Operator in Direct Responsible Charge (ORDC) for ADOT's 60 regulated and unregulated drinking water and 250 wastewater systems. Is the agency’s certified operator making operational decisions ensuring compliance with federal, state and local requirements affecting water quality and quantity and enforcement of State aquifer protection and re-use permits. Represents the agency at meetings with internal and external stakeholders, municipalities and regulators in responding to inquiries and complaints from the public. Directly supervises the team (employees and contractors) performing inspections, testing, maintenance and repair of water and wastewater systems. Provides water and wastewater technical assistance and training to subordinates and other facility maintenance personnel as needed. Manages a series of contracts conducting water and wastewater inspection, testing, maintenance, repair, and rehabilitation. Prepares budgets to support operations, inspections, testing, maintenance, repairs and rehabilitation projects. Manages routine and emergency operational logistics preparing requisitions for supplies and equipment, professional services, labor contracts and emergency call-outs. Develops and maintains short, medium, and long term operational maintenance processes, instructions, standard operating procedures and schedules. Monitors and provides performance and status information on all water and wastewater system operations, maintenance, repair and rehabilitation.

Job Duties:

Manages agency regulated and unregulated water and wastewater program in a compliant, safe and efficient manner. Ensures all systems are kept fully
operational with maintenance and repair operations completed on a timely basis. Maintains Emergency Action Plans. Liaise with jurisdictional
compliance authorities.

Supervises staff assigned to inspect, maintain, repair, and improve agency water/wastewater systems to ensure regulated and unregulated systems are
in compliance and are being properly maintained and operated. Provide training and professional development on Water and Wastewater systems and
compliance.

Manage water and wastewater inspection, testing, maintenance, repair, and rehabilitation contracts. Review proposals, coordinate and schedule
activities, monitor and report on performance, and validate invoices. As needed supervise contracted work on site.

Knowledge, Skills & Abilities (KSAs):

Knowledge in:
*Department, local, state and federal statutory requirements affecting water treatment, water distribution, water storage
* Water/wastewater treatment, technology, processes, equipment and devices
* Maintenance and repair management principals
* Federal and state aquifer protection and reuse regulations
* Water well design, physical plant operations, including electrical controls, hydro-pneumatic & mechanical processes
* Proper storage of water and wastewater treatment chemicals and hazardous materials
* Construction plans and systems schematic drawings; technical specifications, pump performance curves and materials requirement
* Budgeting and cost accounting procedures and practices
* Contracting procedures
* Performance measures and metrics

Skill in:
* Translating rules, regulations, laws, codes, policies, standards and administrative practices
* Report writing, work order, contract specifications records management and directives
* Computer software, hardware and modems as they pertain to Supervisory Control and Data Acquisition (SCADA) systems used to manage remote monitoring of water production and treatment
* Administrative computer software, including but not limited to Microsoft Office, Google, and CMMS (TRI RIGA)
* Investigative troubleshooting and diagnosis of systemic problems of water/wastewater plant operations
* Adapting and responding to changing conditions and regulatory requirements
* Interpreting complex drawing, blue prints and analyzing reports and lab results

Ability to:
* Monitor, identify and analyze problems and critical factors to develop methods for corrective action
* Communicate effectively, both orally and in writing; organize, assemble, categorize and prepare data for reporting purposes, business correspondence, and presentations
* Inspect equipment and detect flaws
* Analyze requirements for water and wastewater systems equipment, material and labor; including but not limited to budgets and costs, maintenance requirements, prioritization and scheduling
* Utilize ADOT's Computer Maintenance Management System (CMMS) software to enter, analyze, track progress and manage work orders.
* Ability to supervise, coach, train, and develop employees
*Ability to coach and develop employees, including continuous improvement practices and principles

Selective Preference(s):

Current member of at least one of the following organizations: AWWA, APWA, AHS, AWPCA, NGWA
Five years of supervisory experience. Experience working with various local, state and federal regulatory agencies.

Pre-Employment Requirements:

This position requires driving or the use of a vehicle as an essential function of the job and the following requirements apply. Any employee operating a motor vehicle on State business must possess and retain a current, valid class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks. The license must be current, unexpired, and neither revoked nor suspended. Employees who drive on state business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training. An employee who operates a personally owned vehicle on state business shall maintain the statutorily required liability insurance (see Arizona Administrative Code (A.A.C.) R2-10-207.11).

Minimum Grade 3 certified water treatment and water distribution operator within 12 months of placement
Minimum Grade 2 wastewater treatment operator within 12 months of placement
